Hypoxic-Ischemic Encephalopahy (HIE), also known as Perinatal Asphyxia, is brain injury caused by asphyxia.  It is caused primarily by systemic hypoxemia (low blood oxygen) and/or reduced cerebral blood flow.  Birth asphyxia causes 23% of all neonatal deaths worldwide.
